Gov. Dannel P. Malloy and Michael Freimuth, Executive Director of the Capital Region Development Authority (CRDA), announced today (Feb. 26) that a multi-year deal has been reached between Global Spectrum and Madison Square Garden (MSG) for the American Hockey League’s (AHL) Whale to play at the XL Center in Hartford.

The contract calls for the team to play at the XL Center for the 2013-2016 seasons, and includes a provision that could extend the term for an additional two years.

The agreement is an early critical milestone as contract negotiations progress between CRDA and Global Spectrum for management of both the XL Center and Rentschler Field.

The Connecticut Department of Labor’s “Connecticut Career Fair” series returns this spring, with regional events scheduled for Manchester, East Hartford and Danbury – including one specifically for Connecticut residents who have served in the Armed Services, the Connecticut National Guard and the Reserves.

Update – The CT Department of Motor Vehicles has cancelled road skills testing at all offices Wednesday, Feb.13 as a safety precaution, due to snow piles/snow banks that can create hazards for pedestrians and blind spots for motorists at intersections. Road tests are expected to resume Thursday, Feb. 14.

The Department of Motor Vehicles (DMV) will be closed Monday and Tuesday, Jan. 11 and 12 in observance of Lincoln’s Birthday, which is a legal State holiday.

The DMV will re-open for business at 7:45 a.m. on Wednesday, Jan. 13.

Also, on Friday, Feb. 15, DMV major customer service offices will close at 12:30 p.m. to observe President Washington’s Birthday; offices will reopen Tuesday, Feb. 19 at 7:45 a.m.

Some AAA offices will be open for processing license renewals on Monday and Tuesday, including Manchester, 1500 G Pleasant Valley Road.

The Hartford Courant’s publisher testified before a skeptical (state legislature’s) Planning and Development Committee on Friday (Feb. 1) in opposition to two bills that would remove a requirement that towns post their legal notices in a daily newspaper.

Both bills would give towns the ability to publish advertisements of their legal notices on their website.

One also would give them the option of posting in a weekly newspaper.

The Courant’s publisher, Richard Graziano… argued against the change, saying that it was a matter of open access to government through an objective third party. He said that posting the notice only on a government site leaves it open to tampering, alteration, political bias, or publication after the legal deadline.

CT Sunday liquor sales expected to begin by May 20

The legislation allows liquor permittees to sell alcohol 10 a.m. to 5 p.m. on Sundays, as well as on the Memorial, Independence and Labor Day holidays, and on Mondays following any Christmas and New Year's Day that falls on a Sunday.

Connecticut residents may be buying alcohol on a Sunday for the first time, in this state, as soon as May 20. That’s what Gov. Dannel P. Malloy told reporters on Thursday morning (May 10) at a post-legislative session press conference.

The legislation allows liquor permittees to sell alcohol 10 a.m. to 5 p.m. on Sundays, as well as on the Memorial, Independence and Labor Day holidays, and on Mondays following any Christmas and New Year’s Day that falls on a Sunday.

Also:

  • No one will be allowed to own more than three package stores (which is an increase from two under the old law).
  • Minimum prices will remain intact, with one exception; retailers can sell one item per month for 10 percent below the cost of acquisition.
  • Discounted items cannot be sold for less than 90 percent of the permittee’s wholesale cost.

The governor said Thursday the bill hadn’t arrived on his desk yet, but added that by early next week, he expects to receive the bill, give it a final review and sign it.

Connecticut gets $6 Million from settlement with drug company

Abbott Laboratories allegedly offered and paid illegal remuneration to health care professionals and long-term care pharmacy providers to encourage them to promote and/or prescribe Depakote

Connecticut Atty. General George Jepsen said Monday (May 7) the state will receive approximately $6 million from settlements with Abbott Laboratories in relation to charges the pharmaceutical company marketed the prescription drug Depakote for uses not approved by the U.S. Food and Drug Administration (FDA).

Depakote is approved by the FDA for treatment of seizure disorders, “mania” associated with bipolar disorder and to prevent migraine headaches.

According to complaints, Abbott also marketed the drug for behavioral disturbances in dementia patients, anxiety, conduct disorders, obsessive-compulsive disorder, post-traumatic stress disorder, alcohol and drug withdrawal, attention deficit disorder, autism and other psychiatric conditions – uses the FDA has not deemed to be effective.

According to the allegations in the complaint, Abbott Laboratories promoted Depakote for unapproved uses by:

  • making false and misleading statements about the safety, efficacy, dosing and cost-effectiveness of Depakote for some of these uses;
  • improperly marketing the product for use in nursing homes;
  • and by offering and paying illegal remuneration to health care professionals and long-term care pharmacy providers to encourage them to promote and/or prescribe Depakote.

Abbott Laboratories’ marketing for non-FDA approved uses allegedly resulted in false claims to Medicaid and other federal healthcare programs.

Jepsen said these settlements “will serve as a deterrent to other companies who seek to benefit unfairly from government healthcare programs.”

“Most importantly, they will help to protect consumers who were prescribed an expensive drug with little evidence the drug could help their condition,” Jepsen said.

In the settlements, Abbott has agreed to pay the involved states and the federal government $800 million in civil damages and penalties.

Connecticut’s share of Medicaid claims is more than $3.9 million.

Connecticut will also receive $499,000 for state-funded benefit programs administered by the state Department of Social services.

Social Services Commissioner Roderick L. Bremby said, “Our claims data indicated a significant and inappropriate impact on Medicaid expenditures, a factor that will now be mitigated by this major settlement.”

The company has also agreed to a $700 million criminal fine and forfeiture for violating the federal Food, Drug and Cosmetic Act.

Another $100 million settlement with 45 states and the District of Columbia, resolves civil consumer protection claims that the company engaged in unfair and deceptive practices by illegal off-label marketing of Depakote.

Connecticut’s share of the consumer protection settlement is more than $1.5 million, including $150,000 for the state Department of Consumer Protection’s Prescription Drug Monitoring Program.

Consumer Protection Commissioner William M. Rubenstein said, “The funding that the settlement provides for Connecticut’s Prescription Monitoring Program will directly benefit patient health by assisting pharmacists and physicians to better monitor potentially dangerous drug interactions and prescription errors.”

Abbott also agreed to enter into a corporate integrity agreement with the federal government.

For a period of five years, Abbott must also limit:

  • the creation and use of responses to requests by physicians for non-promotional information about off-label uses of Depakote;
  • dissemination of reprints of clinical studies relating to off-label uses of Depakote;
  • and use of grants and continuing medical education.

It must also disclose payments to physicians and register and disclose clinical trials.

The healthcare fraud settlement was based on four qui tam cases, filed under federal and state false claim statutes that were consolidated and are pending in U.S. District Court in Virginia.

Assistant Atty. General Thomas Saadi handled the consumer protection settlement for the Attorney General with Assistant Atty. General Phillip Rosario, head of the Consumer Protection department.

The Connecticut Water company today (Feb. 14) lifted a “boil-water advisory” for customers in the London Park water system in Hebron.

In a notice sent to customers, and posted on its Web site, the company states:

“Connecticut Water is pleased to inform you that water quality testing in the London Park water system in Hebron, which serves customers on Carolyn Drive, Jan Drive, Laura Drive and London Road, has confirmed that your water is safe to drink and use for all other purposes.

We collected water samples after water service had been restored yesterday (2/13/12) following the repair of a broken fitting at the well. The samples were tested in a state certified laboratory, and the lab has confirmed that the water is safe to drink.

There is no longer any need to take any precautions before you use your tap water.

Connecticut Water appreciates your patience while worked to restore service and then to test the water to confirm its quality.”

Customers with questions should call customer service at 1-800-286-5700.

Public meeting Thursday, Feb 16

Also, a reminder about Thursday’s “public availability” meeting with Connecticut Water…

In January 2012, he Connecticut Water Company issued a drinking water warning for the Amston Lake water system – which serves 181 customers in Hebron, Lebanon and Colchester – when unsafe levels of copper were found in the water.

When the advisory was lifted, the company said the water was safe but that the cause of the elevated levels of copper was not discovered. In a recent update, the company stated, “the investigation is continuing into the underlying cause of the drop in pH that led to the elevated levels of copper.”

Connecticut Water is hosting a “public availability session” for customers of the Amston Lake water system from 4 p.m. to 7 p.m. on Thursday, Feb. 16, at the Douglas Library in Hebron.

Customers will have the opportunity to ask questions directly of the Connecticut Department of Public Health (DPH), the local health department, Connecticut Water and Matco Services (the consultant that has been analyzing pipe samples).

Some DMV offices to close temporarily during computer system upgrade

ct-dmv-bannerThe Connecticut Department of Motor Vehicles is upgrading its computer systems to offer more online transactions.

Therefore, DMV offices will have temporary downtime – between Feb. 7 and March 21, 2012 – so staff can learn about developing features in the new system.

The multi-million dollar project, which is expected to produce new online services later this year and next, aims to make it easy for customers to conduct a number of online services with DMV.

It is also designed to streamline DMV’s electronic files so that customers can be served more quickly when doing business with the agency.

The temporary downtime – dates when an office will be closed only on a specific day – will affect offices statewide beginning next week according to the following schedule:

February 7 – Willimantic

February 8 – Willimantic and Putnam

February 14 – Norwich

February 15 – Norwich and Putnam

February 21 – 24 Old Saybrook

February 28 – March 2 – New Britain

March 6 and 7 – Bridgeport and the Milford Photo License Center

March 8 and 9 – Danbury

March 13 – Hamden Office

March 14 – Hamden and the Derby Photo License Center

March 15 and 16 – Norwalk

March 20 – 21 – Waterbury and the Winsted satellite office

With the exceptions of these temporary downtimes, other DMV and AAA offices will be open normal hours and serving customers. Remember, DMV offices are normally closed on Mondays and in observance of state and national holidays.

Customers should check the DMV website at http://ct.gov/dmv/ for hours and the most convenient locations.

The computer modernization project, which is underway, is divided into three phases that are expected to be completed during the next two years.

Some of the early work in phase 1 includes:

  • An online service for customers to cancel their marker plates when lost or stolen.
  • A registration verification system to check whether a vehicle is properly registered in the state.
  • Design of an improved process for issuing new dealer and repairer licenses that could someday lead to filing information online for these businesses that are also customers of DMV.
  • Customers to handle online issues surrounding compliance matters with state law.
  • Customers to renew any vehicle’s registration online (Now doing only passenger cars whose owners do not owe property taxes or have other violations that prevent the registration of the vehicle).
  • Customers to order vanity plates online (now customers can only check online whether a combination of letters or numbers are available, but they still need to mail-in the order).
  • DMV to give customers 8-character vanity plates. (The state now does only 6 characters.) This opens up the possibility of more vanity plates than currently produced.
  • Allow customers to do certain information research that might tell them whether they can obtain a license or registration, i.e. suspension records and driver history records that show violations that prevent someone from getting a license or registration.
